Is topless sunbathing allowed in Tonga?
There is a fine for going topless in public. This applies to both men (except at the beach or at a resort) and women anywhere. Like most of the South Pacific island nations, dress codes are modest. Out of respect, it is best to avoid skimpy attire. This is particularly important when in general public areas, not quite so important within the bounds of a resort. A t-shirt and cotton wrap is a good idea when not at the beach of your resort.
